Headlines around the world today describe the dramatic rising tide of criminal behaviour at sea: piracy off the coast of Africa, illegal immigration across the Mediterranean, and the flood of narcotics into Africa and Europe from across the Atlantic, to name only a few. Some experts estimate that currently 12 percent of all maritime activities take place ‘on the dark side.’ As these activities increase in number and spread to new locations across the globe, we are beginning to witness the detrimental economic and security impact throughout the world. The rise in illicit activity at sea affects not only developed nations that rely on free access to maritime shipping lanes for their economic success and prosperity, but also underdeveloped, vulnerable nations whose weak infrastructure and internal economic and political stability are placed under even greater duress. With these challenges in mind, this conference addressed critical questions on how to improve global maritime security. Speakers tackled issues such as the evolving nature of risks and threats in the maritime environment; the current gaps in the gathering, the sharing and the analysis of information; bilateral, regional, and international legal frameworks for maritime security; and the role leading maritime powers and multinational organisations can play in assisting developing countries to build capacity for securing their coastal areas. This report summarizes the presentations and discussions on these topics and concludes with a set of implications and considerations for maritime stakeholders.

CNA conducted this study to determine how the United States can advance its naval and maritime relationship with India in the coming five to 10 years. U.S.-India defense relations, especially in the naval domain, have expanded in the past two decades and soared under Prime Minister Narendra Modi. The study analyzes the key factors that have shaped the course of relations between the U.S. Navy (USN) and the Indian Navy and considers India’s possible future trajectories and how they may impact bilateral naval ties. CNA concludes that key factors affecting the evolution of the USN-Indian Navy relationship are mostly beyond the control of the two navies themselves. Despite the wider diplomatic and geopolitical circumstances, there are many overlapping areas of ongoing interest between the two navies that favor closer ties. Finally, drawing on an accompanying project paper, this study suggests viewing the increasing importance of the region west of India as a promising area of bilateral naval security cooperation.

The Brahmaputra River originates in China and runs through India and Bangladesh. China and India have fought a war over contested territory through which the river flows, and Bangladesh faces human security pressures in this basin that will be magnified by upstream river practices. Controversial dam-building activities and water diversion plans could threaten regional stability; yet, no bilateral or multilateral water management accord exists in the Brahmaputra basin. This project, sponsored by the MacArthur Foundation, provides greater understanding of the equities and drivers fueling water insecurity in the Brahmaputra River basin. After conducting research in Dhaka, New Delhi, and Beijing, CNA offers recommendations for key stakeholders to consider at the subnational, bilateral, and multilateral levels to increase cooperation in the basin.
